Is there a way to lower the "wind" effect because it's too strong and doesn't seem to have a general direction so it just looks like a weird displacement shader. Also can you vertex paint the hairs to make some areas a different color than the rest (Like a dalmatian)?
The wind effect is adjustable, yes, and you can provide your own texture maps to add color to the fur (no need for vertex painting) :)

you should look into aligning the strands towards the camera using something like a cheap parallax offset. that way you need less samples for a similar effect
