The Joker (or sometimes called the fool or the jester) fits in with the Tarot card theme of the others. https://en.m.wikipedia.org/wiki/Tarot
Also, in a deck of playing cards, the Joker is often the 'wild' card, playing a different role depending on the game being played. With Joker's ability to use multiple personas being special compared to the rest of the party and thus playing virtually any role, having an answer for any situation, he acts like a Joker. Always exactly what he needs to be for any situation.
Though saying he's a trump card isn't wrong. He is often the key factor in the phantom thieves' success. On top of that, the 22 Major Arcana of a tarot card deck also go by the names 'greater sect' or 'trump cards'. (see the occult deck section in the link above). All of Joker's social links are the trump cards. Major Arcana are trump cards.
Though, while there's 22 trump cards for a Tarot deck, there's only one Joker.
